Blue = 21st Goku?

Krillin uses Blue as the measuring stick to determine that Goku got stronger since the 21st. Why would he make this assessment if Blue wasn't at least on par with 21st Goku/Jackie Chun?

Kuririn was able to get a good hit on Blue with much more ease than during his fight with Jackie chun, so I doubt it

Hard to say. Goku wasn't even going all out in speed.

@Smurf meh, you sure? He said he was going to get serious twice, and he only got the hit in by taking Blue off guard with an after image.

Kuririn could just had thought the 21st Goku could not defeat Blue with the ease he did. He would struggle a bit more.

Putting Blue at Nam's level is strong enough ala Blue would be a huge threat at the 21st but not so much now.
