The OVA was released after the Cell Games but the fact Trunks has short hair and Gohan is still in par with him... Piccolo being weak and such suggests they are still Pre CG.... I would say Hatchiyack is in par with Base Bojack

Full Power Bojack is likely close to FP Perfect Cell, going by his Buster Attack canceling out SSj2 Gohan's attack. So, I say that Bojack has no trouble kicking Hatchiyack around.
