They were masters of Okama Kenpo hand-picked by Ivankov, who didn't seem to be impressed too much by Bentham's abilities. They're most likely a lot stronger than him.

If he plays a relevant role in the Throne Wars, I could see him being a lot stronger, which is a minimum requirement for nearly every returning side character in the New World (eg. Bellamy). I don't see him surpassing Ivankov though, although if Ivankov placed him in charge of Newkama Land rather than him appointing himself Queen, then I'd say he's probably the 2nd strongest of the Newkama.
