Boo Arc Gohan's true power

There seems to be a contradiction between Goku's view and Gohan's view of the later's true power.

When Goku describes it, he says it's the strongest power ever:
Chapter: 458 (DBZ 264), P4.4-6
Goku: “Ah! Wait, Gohan. I have 2 more senzu; you should eat 1. You used up a lot of stamina earlier. [ ] Get angry, Gohan…Remember how you got angry and fought Cell, and draw out all of the power you have. If you do that, you won’t lose to anyone in the entire world! Not to anyone…

But when Gohan himself describes it, he says it can merely put up a fight against Majin Boo:
Chapter: 461 (DBZ 267), P3.5-7
Context: after Kaioshin says they must run from Boo
Gohan: “…Is that so?...He really does have tremendous ki, but…It doesn’t seem like so much so that there’s nothing I can do…[ ] …If I can only put out all of my true power…”
The same Majin Boo Vegeta considered trash.

So, why the gap between their views? Is Gohan underestimating himself? Or is Goku overestimating Gohan? Does Vegeta's reaction implies he's >> Gohan's true power, despite Piccolo implying they aren't far apart?

This suggests 1 of 2 things.

1. More fuel to the fire of Gohan not being a SS2 against Dabura or Boo.
2. Loy-key confirming the theory that there was a rage boost for Gohan when he killed Cell and both Piccolo and Vegeta were referring to the latter with their comparisons.

That could very well be the case, but Goku and Gohan did use the same term ("All of my/your power") and It is pretty hard to ignore basically everything from the story to guidebooks for the sake of one statement though.

And here we go, about to open that can of worms... But I kinda saw that coming.

I mean, it is near enough impossible not to when discussing Boo Arc Gohan's power.

But doesn't that cause a contradiction? Goku says Gohan's the strongest. He can't be refering to the same Gohan Piccolo and Vegeta are.

Considering we're told soon after that SS2 Goku has surpassed Gohan's previous peak, I think it's safe to say Goku was mainly factoring in Gohan's potential when it comes to fully utilising his rage. Gohan's rage boosts have always been such a wildcard that it has allowed him to surpass all previously known peaks of power in the past on 2 occasions (Against Raditz and Cell), with Vegeta even conceding that there's no telling what could happen if Gohan became angry. If Gohan had the potential to produce up to a 1,307x rage boost in the past, I wouldn't throw anything out of the realm of possibility if I were Goku.

This is also a Gohan far more willing to fight than in the past and more aware of his own capabilities, so that could have also been a factor in Goku believing he could utilise his rage well.

I don't think Goku was talking about CG Gohan but another potential power of Gohan that has no limit whenever he gets angry.

When Gohan talked about his power, be was referring to his CG version the one that destroyed Cell, similarly this is the same version Vegeta and Piccolo were referring to.

Gohan was referring to the SSJ2 power he used to toy with Cell, whereas Goku was referring to Gohan's full SSJ2 power, which he used only in the last moment of the beam struggle with Cell.
