Why do people assume that Boo arc Tenshinhan got noticeably stronger during the 7 year gap solely because he trains?

Here alone he declines going into the RoSaT because he knows it would do no good - he's at his complete limits. The idea of him surpassing Krillin because he trains and Krillin retired is fucking dumb.

Perfect Cell is ligh years above Tenshinhan. Tenshinhan can get noticeably stronger and still be far below Perfect Cell
