Kind of hard to compare them. Bora tanked bullets far better than Initial Goku did and managed to fling Goku and Yajirobe so high into the sky they went through a cloud. Meanwhile, Gyumao was the lesser of Roshi's previous two students and they in turn were below 21st TB Goku going by Roshi stating Galu gave him the toughest fight of his life (then again, it was mainly due to Roshi having slacked off from making his Manly GAINZ). Gyumao also had a decent tanking feat in effortlessly shrugging off Goku's attacks in the anime.

Anime is the only place where Gyumao really does much to use as evidence, in which he too has a bullet tanking feat which is nowhere near as effective as Bora's. That said, I'd say the Indian in the Cupboard takes this.

Is there any way to scale Bora sending Goku and Yajirobe up based on 21st Goku’s jump against Nam or something?

According to official sources, Yajirobe weighs 78kg whilst Namu weighs 68kg, so Bora's throw bringing them through a cloud is more impressive than Namu's leap doing the same.

Well this would place Bora miles above Namu, but is Post 21st Goku that far above his Budokai self? Or is Bora just above Goku?

It'd make more sense for Bora to be above Pre-Karin Goku, in that case, since there isn't really anything to scale Bora and Galu directly to each other other than Goku succeeding in scaling Karin tower, which can be explained retroactively via his Saiyan genetics or great potential allowing him to quickly progress as the climb continued, not to mention having a greater reason in his resolve than Bora would have.

Bora says that his people make it their duty to guard or watch over the sacred realms. It came across as if they were maybe neutral observers, making them more of keepers and therefor having reason to actively avoid climbing the tower. Once can't really guard the tower when climbing it.

Also, given the history Bora gave to Oopa, he'd have including something about himself or one of their people having made the climb rather than talking about random jabronis who failed.

Of course, you could argue that Bora was far weaker back then and his current Manly GAINZ may be enough to accomplish the task if he tried.
