Bora vs Pamput (22nd budokai boxer)

Panputto has always been an odd one to scale. Roshi acted like his fight with Goku had some meaning and told Krillin to pay attention. After his defeat he said this:
Chapter: 122, P13.2-5
Kuririn: “But I knew you’d win for sure! Despite how incredible they said he was, he didn’t look all that great!”
Goku: “Maybe he was just in bad form today” Kame-sennin: “Hohhohhoh…That’s not it. Panput truly was a fearsomely skilled master, but only when seen from an ordinary level…To your eyes, however, he didn’t look like anything special…That shows just how much you two have acquired strength that surpasses the ordinary.”
Panputto's best feat was breaking the wall similar to how 21st Budokai Goku did, so I guess it's reasonable to have them about on par with each other.
Bora is likely right around that level too based on tanking bullets and being able to throw Goku/Yajirobe further up into Karin's tower than Namu was able to jump. He should be above Namu at least based on this.
R1 I might give to Panputto. He's clearly a very skilled fighter in Rishi's eyes, and while Bora is a tank, he probably doesn't have the skill to win at around equal powers.
R2 and 3 would go to Bora. A weapon would be enough to give him the advantage.
