I don't mind 10 because it's just his raw ki level. I don't think Goku with a bare minimum of some Grandpa Gohan training would be all that special, especially because he was considered pathetic even for Saiyan standards (his BP of 2 is canon, you cucks). It's only when he started training seriously with Krillin under Roshi that his latent potential began to manifest and unleash itself.
Besides, even an apparently "out-of-shape" farmer would likely be stronger than your average human or even a mildly trained fighter. Farmers are strong and durable as fuck usually. There's plenty of room between 5 and 10 to fit trained martial artists like Mark "Kapow!" Satan.

I don't necessarily mind it. Battle powers represent the amount of Ki someone has and clearly don't scale linearly to raw force/strength measurements or tnt energy outputs. For instance, it takes millions of more energy than the human body can output to match the level of city levelling nukes on the tier of Piccolo Daimao, yet 1st form Freeza's battle power is only 106,000x that of a regular human and he's a casual planet buster. Battle powers and multipliers clearly aren't something that scales coherently to general measurements, beyond Kaioken which is explicitly stated to multiply attributes such as strength, speed, general senses, etc.
The only main problem with a level as low as 10 is trying to fit all the characters weaker than Goku but stronger than an average human into that range with even a decimal point of difference becoming a big deal. However, I wouldn't say it's unfeasible when talking about a hypothetical part 1 scouter list when considering many of the levels at the start of Z don't match up numerically with statements made in Part 1.

The power of Goku (BoDB) is monstrous, easily knocking down a Bear about 5-6 meters high.
Goku when starting his training with Roshi, he was without a tail and managed to move many meters a rock that should weigh around 20 Tons.
As CC says, the power scale is not linear. What I am doing is making 2 lists of Power Levels, one with the Scouters Numbers and another with the Destructive Capabilities measured in Joules.
