I realized that the best formula is to make 2 types of Power Levels list. One based on the power gaps that exist in the series and another based on the destructive capacity.
In the list of destructive capacity, there is no need to fear that the numbers are inflated completely. I use the Joules unit. For example I have Vegeta (Debut) with a power of 288,000,000,000,000,000,000,000,000,000,000,000 Joules. There is no need to fear having Piccolo Daimao millions of times more powerful than Tao Pai Pai. To destroy a City, millions of destroyers of Large Buildings are needed.
For example, one should not fear having Piccolo Daimao Viejo (40%) tens of thousands of times stronger than Goku in his first combat, in the list of destructive abilities. In the Scouters level list, it would be an exaggeration if that difference is greater than 10 times.
The other interesting thing about the list of destructive capabilities, is that with that list, you can compare the levels with other series or even with real life. For example, I have Yi Xing Long Base 10,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000,000 stronger in an average real life person. Since it is a Casual Galaxy Destroyer, what amounts to 10 ^ 54 Joules and a stroke of an adult person would be about 100 Joules.
