Definitely Gohan. Gohan is established to be far above Evil Boo. Nothing is really said about Steroid Boo aside from the fact that his ki was unexpectedly rising. Considering nobody implied it was a monsterous power-up, I’m inclined to think Gohan would still be decently superior to Steroid Boo.

There's a theory that the length of Boo's antena is what measure his power compare his other forms. Therefore Buff Boo is closer to Bootenks than he is to Super Boo. It's just a theory but interesting.

Considering his antenna is far longer as Piccolo Boo compared to regular Evil Boo, I highly doubt that.

Gohan, easily. Steroid GAINZ Boo is featless and other than the vague benchmark of his Ki being enough of an increase for Goku to point it out and that it was rising, he's got nothing. I'd say it's questionable if he even surpassed SS3 Gotenks, nevermind Gohan.
