If Buggy has access to the Muggy Balls, he oneshots. If not, it'll be a near even battle, though Spiderman's precog via Spidey-sense would easily allow him to dodge anything Buggy can dish out. Hell, he may be able to deal with the Muggy Ball before it activates based on that, since whilst Buggy had superior reaction feats in Marineford, they were obviously outliers. Overall, I'd give it to Spidey. Even Buggy's DF could be easily countered by Spiderman covering all the body pieces in web.

Spider-Sense the attacks. If Buggy splits in pieces, Spidey just webs them up.
Decently easy win for Spidey. Especially if he already knows Buggy's powers.
