But Cabba was on-par with Vegeta, who was presumably on-par with Goku who still wasn't going all out against Frist before, right?!

While that is true, Frost was in his third form against holding back Base Goku. Final Form is much stronger than third form, especially if he has the same multiplier s as Freeza, which I would assume he does since the Super Saiyan multiplier is stated to still be several dozens of times at this point.

Frost definitely seemed closer to the SSJs than to the Base Saiyans given Goku needed a fair amount of time to judge he wouldn't win against his SSJ form rather than instantly realising. :cabba gets oneshotted.

I'll be the sceptic and say Cabba pulls this off with high diff.

Goku needed SSJ to win and very easily. Goku and Vegeta Base were slightly superior to Cabba Base. Therefore Frost wins.
