Not really. Whilst it's true Vegeta did hold back, it was never implied to be by a massive amount, especially not when SSJ Cabba >> Base Caulifla would seem to point towards the gap between he and Vegeta not being that high assuming Caulifla will be as strong as her anime counterpart.

I don't know but wasn't Cabba said to be equal to Vegeta whose SSjinB 10% is comparable to SSjin Goku in the same arc? Cabba clears wins IMO.
