Nah, in the Anime a Kienzan failed to cut through Perfect Cell and Gohan SSj2. Yet, a sword meant to with deal with Super Saiyan 3 tier power broke on the edge of Katchin. The manga might be a different story though.
Depends who's throwing the Kienzan really. I doubt any of the ones used in the Saiyan and Freeza arcs would do so much as scratch it, but if someone like Vegetto pulled one...
The biggest power gaps Kienzan is seen to remain effective at are Kuririn vs. 2nd form Freeza and base Goku cutting Gotenks-Boo in half. The latter's probably creditable to the fact that Boo has poor durability when hit by unguarded attacks, while it remains debatable if Kuririn can still cut Freeza in his higher forms. When he ambushed 50% 4th form Freeza for instance, he didn't bother using the Kienzan despite it not really being a draining attack. Could mean it was ineffectual at that point.
Anime-wise, no. Manga-wise, it's debatable by how much Kienzan lets you bypass durability, though PIS or not, the fact that it wasn't used in some crucial moments in the manga implies to make that there's some limit to what it can cut.
Well, since it was stated that Kienzan can cut through anything, then by default Katchin is included in "anything". Unless you apply the same logic that Super Buu haters apply to Piccolo's statement: "Everything" was greater, but power.
