There's no reason to assume it was meant for Gohan, since there's no reason Beerus would use it as a test for some chosen one. Anyone at least of SSJ Boo Arc Gohan's level should be able to draw it from the ground.

Super Saiyan Gohan was able to release it with all of his effort because he was strong enough.
