Can Babidi and Dabra divinate?

It's not explicity stated in the story or in guidebooks, but Babidi is stated to be a master of sorcery/black magic and even owns his own crystal ball, and divination is strongly tied with magic. This is supported by how Babidi knows right off the bat the Z Fighters are hidding and which ones he should pick, and there's Dabra telling Babidi in a rather prophetic way that he will not be able to control Majin Boo before dying.

So, can Babidi and his right hand man foresee the future?

Nope, only Baba the fortune teller and Beerus's Oracle fish has that ability so far from what we've seen in the series. Anyone can see that Babidi will be killed by Boo sooner or later even his father had a trouble controlling Fat Boo and resulted on sealing him for good. Not a prophecy but a prediction.

They knew Kaioshin and Kibito were tracking them, so my guess is they have some sort of magical ability to detect people searching/in the same vicinity as them. Moro (new villain from the Super Manga that uses magic) could feel Goku searching for his Chi, so it seems comparable to that. The same ability could likely tell them when others possess incredible energy, but not the extent of it. Since everyone was suppressed, it'd be scanning them on a latent level. The Saiyans had great dormant energy, while Piccolo and Krillin didn't. That's why they were considered trash in comparison.

It was assumed that 100's of humans were drained to take Boo's meter to nearly half, and we know that many humans wouldn't do anything to it. Piccolo and Krillin would undoubtedly bring more to the table than 100's of humans ever could. Dabra judged Vegeta's power based on what he knew of the humans from 300 yrs ago, so clearly anyone being as powerful as Base Vegeta seems like a surprise to them. Their ability just seems pretty limited when you look at everything they have to say on the matter.
