Can Kuma read minds?

[Warmmedown]

How did he know where to send the Strawhats? Did he see Nami use her weather powers or see Brook play music? Even with Franky, how did he know he's an inventor and engineer?

I think it was implied that he was looking into the crew while he was a pirate. He heard about their accomplishments and became interested in them. There's probably intel that is shared among pirates, as the Big Mom pirates had an in depth intelligence network that kept them informed. Kuma probably had access to similar levels of knowledge.
