Can Vegapunk make a devil fruit from a person? Or can someone/something else do it?

Say if he wanted to make Hito Hito: model Shanks. Or Hito Hito: model Zoro. Hito Hito: model Vegapunk.

Nika was a real person from within the One Piece universe.

I don't recall exactly how it worked, but I believe he learned how devil fruits changed the lineage factor of the user, which I guess is responsible for giving them their powers. He extracted Kaido's lineage factor and was able to make a nearly fully accurate copy of the fruit. It was also implied in Wano that he could make more of these fruits.

I don't know what the limits of it would be. He successfully recreated a mythical zoan which makes it sound like he could recreate Luffy's fruit.

That's interesting, because then maybe he could make a fruit that combines Yami and Earthquake from Blackbeard. Maybe he could also make a superior version of the DF, by copying the factor of a strong pirate, so it's the DF+their other factor material. Or if the Kaido fruit was just a normal DF (if it's what Mononosuke has), maybe not.

It's hard to say. Blackbeard is said to have a special body so it might not apply to him.
