If so, we could consider that Jesus Burgess is at least on Doflamingo's level and, therefore, the Celestial Dragon is heavily outmatched by Sabo. Something like this:

Assuming the scaling of Yonko Commander tier is consistent, it should work. However, that isn't really the case. We've seen that there's quite a difference between many of WB's commanders, seeing as how Curiel and Moria encountered each other without Moria sustaining great injury, implying Curiel is at best equal to him. I wouldn't provide scaling for Burgess from Cracker or Jack until he actually provides the feats to prove as much.
