Vegeta when he arrived on Namek with 24K battle power and KK5X at the top of it but no strain issue.

If he gets no strain, but still can only use it bursts, then I'd say Ginyu. He seems to be a cunning fighter as well.

They're evenly matched if there's no strain on the Kaio-Ken. I'll give it to Veggie out of fanboy-ism.

Without strain, Vegeta takes it due to superior displays of battle tactics, not to mention the implication of Ginyu's body not being as fast as it should be when he stated twice Base Goku and his body were faster.
