I never really rank him on battle power lists, but I personally wouldn't put him above 21st TB Roshi. Or at least not people like Taopaipai.

Didn't the RRA need the Dragonballs to take over the world, implying that they can't defeat the military. So, the Castle Guard would have to be at least over Battle Jacket Black.

That's a laughable reason IMO.
King Piccolo was about to become mayor ofc he would treat people like slaves. His main focus was ruling when he said that to the guard where as when fighting goku his reason was collecting the dragonballs.

You seem to be twisting his words. Koshka's reasoning was that Piccolo Daimao offered the guard a position under him due to seeing him of use, with the "shine my shoes" part being dependant on the translation iirc. Overall, this is irrelevant to the point, given that Koshka decided to refute this logic the last time I checked.withheldforprivacy said:
Back on topic, the Castle Guard is at least on a level that he can beat someone who can tank bullets based on his statements. Given him being the trump card of the King's safety in a world filled with superhumans, he'd have to have reasonable strength. I'd personally place him above the RRA and Taopaipai since Roshi only stating that the Police were no match for them seems to imply that the Royal Army should be capable of taking them down. Whether this is due to superior weaponry or not is debatable, but as already stated, the Guard was what was brought in when that weaponry failed to stop Piccolo.
