Cell absorbing Piccolo's ki

How did this work? Is Cell taking Piccolo's ki and adding it to his own at a 1:1 ratio?

Piccolo said he was still above Cell even accounting for the amount of energy in the arm he drained, so I assume it's a 1:1 ratio.

He says that about 100% draining Piccolo, not just his arm. All of the drama is focused on Piccolo not having one arm, the power loss (And Cell’s respective power up) are insignificant to the scene. So much that Piccolo regaining his arm gives him the advantage again, despite the fact that regeneration should eat even more power.
