When Piccolo, Krillin, Vegeta and Ten are discussing the next course of action when Cell escaped, Piccolo says this to Vegeta in Viz.

Don't underestimate it Vegeta. Cell is far stronger than the Androids - and you were powerless against them.

Is this a fuck up by Viz? Or is Piccolo just saying that he'll become stronger than the Androids?

I believe it's the latter, Viz just worded it funny. Obviously Cell being stronger than the Androids is impossible by feats.

I think what they sensed was Cell's potential. After trolling Cell, Weighted Kamiccolo says ''i can't have been that mistaken when i thought you
were a monster'' and Cell confirms this by saying ''even considering i'm not in my perfect form, you're not bad''.

The Androids can't be sense so IMO Piccolo thought Cell was strong enough to absorbs them, but the only trouble is finding them.

I agree with the consensus of Cell becoming stronger overtime. He was on the receiving end of Piccolo's attack and was a disadvantage and ran away from him than hid from Vegeta upon seeing he's alive and apparently stronger than he was in his timeline adding "He'd/It better hurry". Cell didn't surpass the androids until he absorbed countless humans.

Even if it wasn't a mistranslated, it still runs contradictory to every other statement and showing.

Piccolo and thus 17 are both superior to cell before he absorbs countless humans.
