Even Pre-Rosat, Trunks stomps pretty hard. He and Goten should be more or less around Cell Game SSJ Goku's level of power based on their feats and the Cell Juniors aren't suggested to have much talent or fighting intelligence beyond raw power.

I've had my doubts about whether or not the boys are above SSJ Goku and on pair with Gohan, but I still think they're good enough for Trunks to handle a Cell Jr better than his future self. Trunks's mid diffing this one at worst.

Goten was able to impose difficulty to Gohan and based on their first sparring session, he had him on the ropes. While Gohan got significantly weaker over those years, it's doubtful he'd fall out to too much behind CGs Goku's power, even moreso with him being able to fight fairly well against someone deemed at Cell's level. On the other hand, the Cell Juniors couldn't easily overwhelm Vegeta and Trunks from that time, who ought to be way weaker than CGs Goku. So Chibi Trunks, being slightly above Goten should take this without too much difficulty.

Just prior to the ToP. The context is #17 leaving Goten and Trunks to patrol his island whilst he's setting off to participate in the tournament.

The fight between them was about one panel long (discounting the kids being attacked off-guard beforehand) and the one panel featured clearly shows Goten taking on 2 Cell Juniors at the same time and Trunks fighting 3-4 without being at a complete disadvantage.

Do you think Goten and Trunks at that point are stronger than they were at the Boo Saga?
Do you think it can be used as evidence of the kids power for all the ones who nerf them? Considering the Super version is total crap, I can see people shrugg it off. Lol

That would simply be a refusal to accept clear evidence without countering it with opposing hard evidence. In other words, bias that amounts to "I don't accept it because I don't like it."

I don't see why the Super manga would be necessary to prove this anyway. Goten and Trunks were already almost on Gohan's level in the Boo arc, who shouldn't be too far ahead of Cell Games Goku.
Either way, given that Super as a whole blatantly contradicts the end of Z, I'm kind of with Pakl here. While the Super events don't contradict anything, I don't view it as a source that should take precedence over the original manga in any case.
