Cell's absorbing boosts?

Is it fix that way? What if Initial Cell absorb 17 and 18, would he be a strong as he was in CG pre Zenkai?

I doubt it. Maybe the increase he gets from them is fixed, like a 2x boost for the first absorption and a 10x boost for the second or something.

Can Cell reach his perfect form if he absorb Kamiccolo and other SSjins?

He literally said the absorption of humans wasn't enough, and that he needed those two specifically. Piccolo and the SSJs would just have been good sources of ki before he maxed out in his imperfect form.
