Do you think this feat should already put his initial Perfect self stronger than Super Vegeta and that he was just emitting a ki that appeared to be weaker than Vegeta similar to how he was masking his ki of Goku, Freeza (thinking that he was still alive) and the others while being in his Imperfect form?

He wasn't masking the power of his ki in his Imperfect form, his ki really is a combination of the Saiyans, Piccolo and Freeza because he has their DNA in him.

Second Grade SSJ is about 1.5 times SSJ1 imo, plus SSJG2 Vegeta took a punch in the face from FP Semi Cell about as well as SSJ2 Gohan vs Perfect Cell, which was at least a 1.5+ times gap.

But he was emitting a fake ki and make anyone thought different things, just at some times his ki was actually sensible for how strong it was.

Trunks was pretty near to Vegeta's level, yet his punches didn't had any effect on Cell

SSG2 Vegeta bleed from that punch, Gohan didn't, his feat is similar to how his android arc self as SSJ received a punch from Android 19. SSG2 Vegeta wasn't strong enough to tank Semi Perfect Cell.

He didn't change his chi while fighting Vegeta, just his effort.

I think that makes sense. However, in the anime, Krillin and Android 16's statements suggests Vegeta being stronger than Cell:
