Anime Chichi obviously one-shots due to being implied to be Piccolo Daimao tier. Manga Chichi on the other hand doesn't have any standout feats, aside from being far above Chappa and causing Goku to sweat, though the latter causes heavy inconsistencies if taking into account. Still, from the sheer scale of the implied gap between Drum and Piccolo Daimao, she could still be placed in an area where she could comfortably beat him.

With how he speed-blitzed Tenshinhan, I think it's likely he's way above that.

Tenshinhan was weaker than Goku pre-water at the time who was overwhelmed by ~40% old Piccolo. Yet he still did moderate damage on Drum with a headbutt move. Drum isn't that much more powerful than pre-water Goku and not necessarily at 100% Daimao tier.

He doesn't even need to be at that level, in fact. That version of Daimao tanked Goku's Kamehameha and had Goku stating their power and speed were in incomparably different leagues. Compared to that, Drum received some minor damage from Tenshinhan's punch.
