Chichi was noted to be quite the master by Roshi and based on her not expecting Goku to be massively above her, is also far stronger than Chappa. By comparison, Chun-Li is barely superhuman and for what one of the mini-games in SF4 is worth, unable of destroying a car in one-hit.
