Could 22nd TB Roshi go buffed?

I wonder whether he could bring out his power without that straining buffing because of his 3 year training.

I bet he could, but I don't see it being an effective form in battle. If he decided to use it and try to beat Tenshinhan, I think he'd be too slow to do anything.
