Could Goku sense Super Perfect Cell's power from the Otherworld?

Yes and even if no, he managed to see the power he had, therefore Goku compared Dabura with SPC.
Another interesting point is that Vegeta at first wasn't entirely sure that Goku had SSJ2 in the Arc Boo, but he did know that Goku didn't consider Dabura much of a challenge, even though Goku compared Dabura to Cell. However, Vegeta only witnesses that Goku knew the power of Perfect Cell (FP), therefore it means that at least Perfect Cell (FP) ~ Goku SSJ (Boo).

If he could sense even the Namekians from Kaio’s then he can definitely sense SPC.

Piccolo literally said Gohan was no match for Cell, during the KHH struggle.
But that was before Gohan went FP.

Piccolo can't tell Gohan's power when Goku could (as-in that he was holding-back)?
Goku was the one who had trained with Gohan. How could Piccolo know what Gohan was capable of?

Gonna say no. No strong basis for it though. I think he probably used King Kai's telepathy to see Gohan's beam struggle and sense Cell and Gohan's ki.
Can't remember if he sensed Gohan/Gotenks/Buu on his own. Did he IT to Super Buu on his own? Even if he did, is the short time between his death and Gohan-Cell beam enough time for him to learn to sense all the way from the Other World?
