Could Roshi have killed Oozaru Goku?

He literally said that blowing up the moon was the only option, so is it fair to say that his KHH was weaker than Goku?

Everyone treats the KHH as if it's a major threat to Goku's life. Roshi blew up the moon because he knew that was what caused Goku to transform and didn't want to kill Goku.

Considering that Tenshinhan's Kikoho was city block level (according to Captain Cadaver's system) whereas Roshi's KHH is at least mountain level, I think it could kill someone whose raw power is not much greater than Baba Saga top fighters in my books.

Nothing suggests he couldn't have, especially when Oozaru Goku's best feats were Large Building level and, even treating the moon bust as an outlier for obvious reasons, Max Power Roshi's Kamehameha was still Small City level from destroying Mount Fry Pan.
