Cover all the increases that have Fat Boo and explain how powerful are each, compared with the following characters: Goku SSJ (Boo), Cell Perfecto (FP) SSJ2 Vegeta (Majin Pre), SPC, Gohan SSJ2 (CG ), Goku / SSJ2 Majin Vegeta, Gotenks Base (Pre).

Initial: Cell Games SSJ2 Gohan level, since Gohan thought he could win if he went back to that level.
1st power up: About 1.2x stronger than SSJ2 Goku/Vegeta, since Goku stated they could beat him together.
2nd power up: Most likely, his full power he fought SSJ3 Goku with. Out of any SSJ2 reach.

His first power-up put him far above Gohan, since he thought the only thing he could do is run.

After his second power-up, Vegeta was still able to pummel him for a bit. Everyone acknowledged the change in Boo's power, but they also seemed to be focused on Vegeta's power as well. So I don't think his full-power was actually shown until he did that Angry Explosion. By that point, I'd say he was beyond any Super Saiyan 2.
