While rereading the Freeza saga, I noted something.
Vegeta's response to why he is now ahead of Cui is because he went through continuously real battles, referring to more than just the Earth battle. This could imply the Earth battle wasn't the only one which put Vegeta ahead of Cui.
Besides this:
A page ago Cui was in denial about Vegeta's power being higher than his own, with his facial expression implying that he couldn't even compete with said power. Yet, on this page, he starts to read Vegeta's power from 19,000, implying Vegeta was before less than 19,000. I know there's Dodoria [or Zarbon] stating they are the same power, but how about this?
