Cui < 18,000?

While rereading the Freeza saga, I noted something.

Vegeta's response to why he is now ahead of Cui is because he went through continuously real battles, referring to more than just the Earth battle. This could imply the Earth battle wasn't the only one which put Vegeta ahead of Cui.

Besides this:

A page ago Cui was in denial about Vegeta's power being higher than his own, with his facial expression implying that he couldn't even compete with said power. Yet, on this page, he starts to read Vegeta's power from 19,000, implying Vegeta was before less than 19,000. I know there's Dodoria [or Zarbon] stating they are the same power, but how about this?

He could have get stronger pre Earth but he shouldn't be that much stronger than Cui considering the fact that it would take a zenkai to step to a next level and the only time he got zenkai was post Earth. They should be rivaling on power at best.

Vegeta was said to be stronger than his father even as a kid IIRC. How strong was King Vegeta? 10k?

A popular opinion says that he could be 10-15k at best.

The Earth battle is the main battle that matters. Nothing else pushed him beforehand.

Dodoria said Vegeta barely reached 18k, so he and Kiwi are around the same level before they go to Namek.

Yeah vegeta has to around 18k on earth even without dodoria's statement. Goku's stated to be over 8000, and can't compete with vegeta by doubling his power.

I wonder whether Vegeta could be like 19k when he fought on Earth. Dodoria made the 18k statement based on the last time he had seen him,
but Vegeta could've become stronger since then. Also, 19k explains better how well he handled Goku's 16k+ power and it's still far enough from
Goku's 3x KK.
