Goku and Vegeta both had confidence on him to fight against the top tiers of Universe 6, i'm pretty sure that they expected them to be super strong.

That just means that Base Saiyans aren't as powerful as you think they are. Lower the power for the Base Saiyans and this simultaneously makes the Super Saiyans weaker during the tournament, thus making Mr.Boo more relevant.

There is absolutely no reason for Boo to have lost power.

Buu's power didn't go up. With Gohan doing other things and Gotenks doing... something, Buu was just the fourth strongest hero in the universe.

And Super doesn't give a shit if movies are canon or not, because they used King Vegeta, a character that only appears in a movie.

His only mention is when Freeza says that "your father wasn't anything special" to Vegeta when they're fighting.
But there is no name, there is no appearance in the manga..nothing. His only appearance is in movies, and yet Super used him.
