How strong is he?

His Super Dodonpa was suggested to be above what power Yamcha and Kuririn had without amplified attacks and he was still fast enough to catch Tenshinhan off-guard with his sword. I'd say he'd probably be stronger than Prime Daimao's initial level but inferior to his full power, though would be above even that with the Super Dodonpa.

Going with the Weekly Jump numbers he's pretty close, but still weaker than, Old Daimao/Kami. Seems a good fit for someone between one shotting Chaozu and getting his shit wrecked by Tenshinhan.

I'd place him at old Piccolo Daimao's level, which I think it's fair enough. He is noticeably weaker than Kuririn and Yamcha but the fact that Yamcha considered landing Ten a hand when Tao used a weapon and their reaction to his Super Dodonpa implies the difference wasn't that big, and if Kuririn and Yamcha are within the old -- young Piccolo gap, keeping Cyborg Tao at old Piccolo's level seems fair to me.

Logically it's completely asinine that getting blown up could suddenly reward you with power on par with Piccolo Daimao. I guess I'm buying a grenade.

Only Ten should be as strong as Piccolo Daimao (or stronger) at this point, but they should all be stronger than the previous tournaments champion (around 150) and that includes Chaozu. Chaozu was completely wrecked by Tao, so I'd say he's around Drum's power, maybe. Around 200 to Ten's 250.

Obviously getting sliced in half, incinerated by a Kamehameha and caught in the explosion of a planet was less devastating than Tao's grenade

Tao was strong enough to one-shot Chiaotzu with little effort and was a cause for concern from the team besides Goku. Even after his humiliating loss to Tien, Krillin and Yamcha were scared to face the latter.

I'd say he's stronger than Chi-Chi but weaker than the other finalists. Around Initial Young Piccolo Daimao level like others said.
