From the looks of it, the most common cell, which is suppressed. AT probably didn't think of fpc, which is a fan thing anyway, and SPC is SSJ2 Gohan level, which Dabura was nowhere close to.

Now Dabura has the spit so he could have still beaten FPC.

Likely full power Perfect Cell, who is the one that makes the most sense and is exactly where Dabura sits in the scale of power.

Preferably, it'd be Super Perfect Cell, but Dabura's inability to lay considerable damage to a Gohan stated to have weakened considerably while Super Perfect Cell could fuck up a pretty strong SSJ2 kid Gohan's arm kinda puts a hammer on the idea of being SPC.

The narrative would support it being Super Perfect Cell for several reasons. Firstly, Goku gives no indication he was referring to a weaker version of Cell and had already sensed his full power making anything below that a meaningless benchmark. There's also no reason to believe he didn't sense SPC whilst in Other World as he had complete confidence in Gohan being able to draw out the power to kill Cell. Secondly, Dabura's purpose in the narrative falls short if comparing him to anything less than Cell's peak as his reason for being an obstacle in the plot whatsoever seems to be to present how far the power scale has increased and how much Gohan has slacked off. In particular, Boo knocking Dabura away as though he was nothing and Gohan's reaction to it would have no weight if he was only comparable to the Cell Goku fought. Thirdly, all supplementary material supports this with multiple guidebooks and character bios references state his power to be equal to Cell's without specifying a specific form:

Doing so would be quite redundant if reffering to anything less than Cell's peak. The ranking battles in Budokai Tenkaichi and Shin Budokai 2 also support this being the form they were referring to with Dabura being ranked slightly above SPC. The Super manga also supports this with Trunks being able to handle the Z-Sword far better than Gohan initially could or Goku's brief usage of it, yet his SSJ self is still far inferior to Dabura.
The only thing to suggest otherwise would be the debate of what form Gohan was using, though that's a can of worms all on its own.

I think this makes absolute sense:
1. Why fight against Dabura with the world at stake & not go all out.
2. Vegeta/Goku's reactions to him during the fight leans more towards Gohan being out of practices & weaker.

Re-thinking it I believe Gohan fighting Dabura that GOHAN WAS A SUPER SAIYAN vs DABURA.
Because being out o practice, couldn't get angry, Dabura holding his own against a Transformed Gohan like he was nothing.

Yeah Gohan when Videl was gettting beat, & against Dabura Gohan was SuperSaiyan FullPowered because that was the absolute best he could do.
Gohan was weaker, Gohan wasn't AscendedSaiyan (SS2) because he couldn't go AscendedSaiyan (SS2).
At best Gohan could only achieve G4.

So I think Goku was talking about warm up suppressed PerfectCell.

I tend to go with Dabra being near Perfect Cell (Zenkai) in power. I assume Dabra is proficient in gauging an opponent's power and Dabra was willing to challenge the newly hatched Boo despite Son Gohan deducing that self would need max strength to fight Boo at that point.

That's what the narrative would suggest. As far as guidebooks go, the Dabura ~ Cell comparison being for SPC is further supported by El Manga Legendario. The guidebook states that Shin is likely Cell Game SSJ Goku tier:

To translate: "You can deduce he is the same level of strength as Goku at the Cell Game"

Now, the validity of that estimation is debatable when the Daizenshuu contests it through confirming Shin is scared of Yakon, something that can be easily drawn from the manga, but it does show the route they're going for Dabura when it's obvious he's far superior to Shin. The comparison would have to be at least to Full Power Perfect Cell and at most SPC for it to work.
