Round 2: Majin Boo doesn't have his candy beam.

Round 3: Dabura doesn't have his stone spit.

Round 3 - Boo wins since you didn't specify if his regeneration and/or candy beam were restricted. If they are as well, then Dabura would win due to his flame breath.
