I think if Toei were asked about it they'd probably say SSJ4 Goku, but the in-universe showings don't present that case well what with SSJ4 Goku still taking great damage from small Gomah's hits and being roflstomped by giant Gomah.

Yeah but tbf Giant Gomah likely scales to atleast Super Vegetto since Goku and Vegeta will more than likely have to resort to the bug fusion to defeat him

We don't know who's going to be the final boss yet tbh. Glorio might betray Arinsu, he might just wish her to become the ultimate demon king (queen?). It's still unclear who Vegetto will be fighting at the end.
