Dio gets at least City Block level scaling from Tarkus destroying the cliff, if not Multi-City Block level when considering it was done casually and Dio is several times stronger. That said, it'd take 22nd TB Goku to take on Dio.
Even using Dio right after becoming a vampire when he was far weaker than in his other fights in the part, a far weaker vampire was already capable of causing damage to the wall that was a Small Building level fragmentation feat.

Doesnt goku has better durabilty? Goku tanked bullets from bulma but for dio he was still hit by them when he became a vampire?

Not really, considering Dio is able to endure what he's able to dish out rather that being a glass cannon like the vampire that attacked him. Him being more damaged by weaponry seems to be due to his body not seeing any point in resisting it akin to Boo, considering he's endured attacks with far greater damage than what a bullet is capable of.

It's not just bullets though. Dio's body was also pierced by Jonathan's knife, and that was an already injured Jonathan who had several broken bones and hadn't learned Hamon yet.

It seems Dio's durability is inconsistent then and more susceptible to piercing objects, considering his legs alone can pierce walls with evidently more force than bullets or knives are capable of without them breaking like the fodder vampire's arm did.

Well, the fodder vampire already had his arm split in half by Dio's knife. Its likely Araki was running off of HnK logic as well seeing as JJBA began as more or less a self-insert HnK sidestory ( :troll ) and HnK villains like Souther and Raoh have gotten pierced by knives and arrows despite handling attacks far, far above that level without injuries.
