I'm inspired a bit by non-DB power scalers on youtube, like Comic Books vs The World or Key Issues. They power scale MCU and DCEU among others, focusing on physics types of scaling. So what if we did the same for DB? Ignore not just power levels but power gap logic based on power levels, and focus solely on the physics angle.

Saiyan Saga Vegeta: At least Earth level(Threatened to destroy Earth, and in the anime destroyed Arlia with a finger beam)
1st form Freeza: Dwarf Star level(based on this calculation)
Initial Perfect Cell(anime): Solar system to multi galaxy level(the Namekians sensed Cell's power growing as he changed into Perfect form, and thought this power would lead the universe to ruin)
Super Perfect Cell: Solar System level(says he can blow away the solar system)
Majin Buu: High multi-galaxy level(can destroy the universe over time, fast enough to worry even the deities in the afterlife)
Buuhan(anime): Sub-universal(the Vice Shout collapses dimensions that threaten the existence of the universe)
