This theory that I just happened could have some sense and if so, the Goku and Vegeta at the beginning of BoG, characters would be extremely axed. I was thinking that in SSJ Goku thought he might have at least a minimal chance against Bills (According to statements Kaiosama, Bills is tremendously superior to any former enemy who had Goku). While we agree Goku was about to face off against Buutenks and Buuhan (enemies vastly superior to Kid Buu). Then we could conclude that Bills (Estimated Goku) >>> SSJ Goku (BoG) >> Buuhan. That string is pretty crazy, but I've been thinking about the possibility that DBS follow the crazy anime Kid Buu> Goku SSJ3 (vs Kid Buu)> Super Vegetto. But even so, we should have SSJ Goku (BoG)> Kid Boo (Anime)> Goku SSJ3 (vs Kid Buu)> Super Vegetto. If this theory is true, then as much as Goku and Vegeta Base (BoG) would> Buuhan and not only that, but also Goku SSJ3 (BoG)> Vegetto SSJ3 (Boo).

 They think of this crazy theory?

Only thing that was specified in th anime was
Kid Buu > Buuhan but super Vegetto is also above Buuhan, to add on that, by a huge amount so the chain could very well be.
Super Vegeto > kid buu > Goku @ kid buu > Buuhan

From what I have understood, when pitted against Goku SSJ Gohan Mystic (Illusion Boo), Goku Gohan said was as strong as its real counterpart. SSJ Goku was slightly higher than Mystic Gohan. Later when Kid Buu initially appears, as well as the narrator Kibitoshin and declare that Kid Buu Majin Boo is by far the most powerful and yet trusts defeat Vegeta SSJ2 until Kid Buu faces the same level of Goku SSJ2, demonstrating that Kid Buu it is even more powerful than originally expected. Finally when Goku becomes SSJ3, Kid Boo (FP) and slightly exceeds the claims to be the largest existing boo, or even more powerful than Buuhan (Dimensional Scream), which in turn was almost the same level of Vegetto SSJ ( Boo). The chain is as follows:

Kid Boo (FP)> Goku SSJ3 (vs Kid Buu)> = Vegetto SSJ (Boo)> Buuhan (Dimensional Scream) >>>>>>> Kid Boo (vs Goku SSJ2)> = Vegeta SSJ2 (vs Kid Buu)> = Kid Boo (initial) >>> Buuhan> Buutenks >> Goku SSJ> = Vegeta SSJ> Mystic Gohan.

There is a possibility that Anime Chibi Boo>>Chaotic Gohan-Boo.

When Vegetto caused Gohan-Boo to snap, portions of his power suddenly came to the surface, and it nearly destroyed the universe. Catouttahell (aka Koshka) made a point by saying that, 1) it's a form of Majin Boo, so Goku could have been thinking about that version of Boo as well, and 2) Chaotic Gohan-Boo is most likely Gohan-Boo accessing Chibi Boo's potential, since Ultimate Gohan had all of his potential unlocked and Super Boo can't just pull out Goten, Trunks, or Piccolo's potentials out as well.

Chaotic Gohan-Boo is likely not that much weaker than Super Vegetto, so if Chibi Boo>>>Chaotic Gohan-Boo, then Anime Chibi Boo>=Super Vegetto at the least.

And if DBS follow this crazy picture SSJ Goku (BoG) would> Kid Boo (FP)> = Goku SSJ3 (vs Kid Buu)> = Vegetto SSJ (Boo). So Goku SSJ3 (BoG) would Vegetto SSJ3 (Boo). Freezer probably was before Super Vegetto level, or less than Kid Buu (Anime axed) and therefore not much lower than SSJ Goku (BOG).

It is absolutely crazy TOEI axed. Axed TOEI obviously not follow the manga.

Another thing that supports this theory is that Goku to be defeated by Bills, thinks the best chance to defeat Bills is merging into Vegetto SSJ3, instead of Gokhan SSJ3, despite the fact that Gohan (BoG DBS) is Mystic. This could support Goku / Vegeta Base (BoG) >> Mystic Gohan (Boo / BoG).
