When Cell stated to Gohan "what if I go all out, in speed at least" do you have him also increasing his power?

I admit that assuming so would be good for placing Gohan a little farther from Goku, although the way his line was structured seems to go against it...

I don't see why not. The damage he was able to inflict on Gohan certainly points towards him doing so. His statement doesn't even rule out him not powering up, only that he wasn't using his full power.

Doubt it, he could have just said power which includes speed as well to attack Gohan but he didn't and thought that he only need to increased his speed to stomp Gohan.

Saying something like "You've made me go all out in speed and slightly raise my power" would come off as very unnatural and overly specific regardless of the wording, wouldn't you say?
