No, I think PC’s Kamehameha being a threat to SSJ2 Gohan proved his Ki amp was elite already.

I believe everyone in the CG has Final Flash level amp now.

The emphasis was on Cell's level-up altogether, in which stats follow suit. From his POV, perfectionism was properly realized this time despite the previous 'set back'. His KHH was significant in the sense that it's associated with solar system tier, standardizing that level of power rather than the audience just vaguely knowing he and Gohan are monsters.
