Did every Namekian have their power unlocked by Big Daddy Guru?

Given how much of a difference it made for Dende, it would seem silly if they did not.

I'd assume not. The Grand Elder judges is someone is worthy of having him unlock their potential, so it's likely they have to at least go through some trials to earn it. Dende was one of the only 3 living Namekians at the time of his unlocking, so his was a purely circumstantial case.

He already knew Dende (and not just because he was Dende's parent) and didn't unlock his power until flying fast to Gohan and Kuririn's location became a necessity. I doubt anyone but maybe Nail had their potential unlocked.
