No matter how much you train, there are limits to physical strength, and the only way to overcome that is through ki. I think Goku was able to approach the mightiest warriors in the universe through strengthening his ki.

According to Toriyama, there's a point were physical, muscular training hits a wall. Gohan most likely only got a bit stronger thanks to muscular memory.

I mean, nearly all the training we have seen has been physical related (King Kai's planet, HBTC, ROSAT sparing, etc) yet the characters still increase their Ki significantly after the training.
Besides, Gohan would have had to make some pretty sizable gains for Goku to think it's even plausible for him to take Majin Boo.

That's not what I meant.
