If this is about the Super Boo statement, then no Goku didn't lie. Though that doesn't change the fact that Pure Boo is stated to be the strongest Boo and Goku is able to kill that Boo. We have to reconcile both of those statements, not ignore one or the other.

Goku during the Boo arc is incapable of using his full SSJ3 power naturally. In order to reach full power, he has to gather ki for 1 minute so yes, Super Boo is stronger than Goku.
