Did Piccolo Train Before the Z Begin?

Since we all know that Goku barely train since he was raising Gohan back then but what about Piccolo? Given that he was slightly stronger than Goku according to Raditz's scouter, did Piccolo slacked his training?

Piccolo wasn't the stronger one. Goku and Piccolo both said they've been training hard and Goku had weighted-clothing on even when he wasn't actively training.

Goku was stronger both pre and post weights there.

Thus they both had to have been training or piccolo would be stronger.

I'm not against giving them slightly higher PLs than what you believe they had at 23rd TB. It makes things easier.
You can argue Piccolo was busy developping SPC and Goku screwing Chichi.

Piccolo was training harder than Goku, but Goku got zenkai after the fight thats why Goku is slighty stronger than Piccolo.

Goku commented that Piccolo must have been training intensely after seeing he'd started wearing weighted clothing. Goku would've had to have been training hard as well as even with a family, the possibility of Piccolo's return was still a looming threat. Also, if taking Super into account, he was so busy training he missed Gohan's birth.

And if anything, prioritising on just developing an attack would limit his overall training gains.

Vegeta still got pretty good gains while coming up with Final Flash tho

So I guess it took like 5 years to practice his new technique huh? Goku can learn a technique much faster than that.
