Did raditz have potential?

Supposedly, Raditz is considered a weak low-class Saiyan among low-class Saiyans. Still, he was stronger than Goku and Piccolo combined, and he is related to Goku. It seems like the assumption is that he was a really weak guy, but is it possible that he could've reached Goku's level?

Or perhaps the same is true for all Saiyans? It seems rather clear that the race, while living on Planet Vegeta, were rather quite terrible at training or becoming very strong. I think it's like they have tons of potential, but the nature of their business with the Planetary Trade Organization, seems as though they spend all of their time fighting native aliens to clear planets as opposed to ever having a chance to really hone their abilities.

Vegeta spent around 30 years or so living with the Saiyans, yet he only managed to reach a level equal to that of some of Freeza's weaker cronies (Kiwi, for instance). Yet, in a matter of years, training on Earth, was able to achieve the level of Super Saiyan. And Goku, being a low-class warrior, obviously became more powerful than any other Saiyan known.

Yeah, it's entirely possible that Raditz was just weaksauce in general, but he was way stronger than Goku at the time of his death.

All Saiyans are strong and can keep up with Goku but the problem was Raditz didn't train enough and also didn't last long enough to hang around Goku. If Vegeta can keep up with Goku, then so can the Saiyans.

Logically, only some super rare cases can reach above 50k-60k, but, if Raditz stayed in
the story, rules would change and he would become as strong as the plot needed him to
be.

Saiyans never bothered to train, all they got were Zenkais. The Saiyans who were born weaker went to less missions, having less Zenkais and keeping the status quo.

I'm going to say all Saiyans have similiar potentials, since Goku and Vegeta are always even and being the both extremes of the hierarchy.

The easiest way to rectify the Raditz problem is to understand that a power level of 1250 puts Raditz at least in the top 1% in the universe, and probably in the top 1% of the top 1%. Yamcha and Raditz aren't the huge failures in life they are made out to be considering what they can do to Superman and the Avengers is certainly illegal in the contiguous 48 states.

It's doubtful he'd have the potential of Goku or Vegeta, since they're treated as fighting geniuses even amongst their own kind. Raditz may have been able to become relevant character had he repented and become Goku's ally, though as far as actual fighting skill goes, he didn't really show much that anyone else could do if that much stronger than their opponents, not to mention that even without the best experiences, the gap between he and Nappa, let alone he and Vegeta is too absurd for him to be anywhere close to Vegeta's talent. At best, he'd probably end up more or less as relevant as Piccolo at best.

The Fateful Brothers What If from BT2 does him justice, at least, even if it's scenario would eventually lead to either Freeza or the Artificial Humans eradicating everyone in the long run.

Honestly, if Raditz had stuck around, trained and gained SSJ then I could see him hovering around Piccolo power wise, ya know strong enough to be useful when he has to be but not strong enough to take care of the big bads.
