Did Tenshinhan power-up at the end of the fight?

Did he?

It seemed like he used a technique to bounce-back the KHH and then (sadly) one-shotted Yamcha. Tenshinhan was already fighting on-par with Roga-FuFu-Ken Yamcha before though, so did he have to have powered-up?

He didn't catch him off-guard. That'd completely kill the intention of the scene to begin with.

But Yamcha and the others were still shocked after Tien deflected it back. Moreover, there's no need for Tien to sneak attack if he could just power up.

He didn't sneak attack, he went straight to Yamcha. Yamcha just didn't notice because he was baffled about the KHH. I doubt a one-shooting feat is supposed to be taken as off-guard. There'd literally be no point in doing that.

But he definitely is distracted. He's watching the blast Tenshinhan deflected and then Tenshinhan gets behind him for the kick and launches him to the ground. But every time they exchange tenshinhan clearly had the upper hand.

So I just assume tenshihan was stronger and caught yamcha off guard.

I don't know if that was a power up or just a technique where Tenshinhan amplified his defense.

Wolf Fang is a weak form of kaioken. Yamcha was not in that ''mode'' after firing KHH, which is why Tenshinhan
(who had powered up to match his wolf mode) one shotted him. And the fact he was off guard also played a role.

And that was Rogafufuken 2.0, which I think was more amplified than the one used in the 21st Budokai.

I'm not quite sure what you're asking.
If Yamcha didn't even try in the first exchange why would he straight-away go for a special-technique like the improved Roga-FuFu-Ken? He could just get "serious", like Tenshinhan did for example to an extent.
