Did Tenshinhan start at full power against Goku (22nd)?

Before the fight, he said he 'might have an enjoyable fight'. Does this mean he started at full power?

Not quite, but he was pretty close to it. Tenshinhan was able to decimate Tournament Level Goku, but then was defenseless against Battle Level Goku. After he took Goku's first assault, he seemed to improve and was able to keep up with Goku a little more. I have him at 95% of his max at the start.

It's pretty evident from how much Battle level Galu tooled him for the first few moments of using that level that Ten wasn't at full power initially.
